Ministry of Labour & Employment, Govt. of India has enacted “The Building and Other Construction Workers (Regulation of Employment and Conditions of Services) Act, 1996” (Main Act) and the B.O.C.W.Cess Act, 1996 (Cess Act) to address the concerns regarding safety, health & welfare of larger number of workers employed in construction sector.

Labour Department, Govt. of Delhi adopted proactive approach and initiated necessary steps to implement the provisions of the Main Act, 1996.Govt. of Delhi constituted and notified “Delhi Building & Other Construction workers welfare Board” under Section 18(1) of the Main Act 1996, on 02.09.2002. Reconstituted and notified on 26.09.2006 and again reconstituted and notified on 12.01.2011. The tenure of the Board is for a period of 03 years extendable by another 01 year. The re-constitution of the Board is therefore now due for renewal.

This is a tripartite Board, which is headed by the Hon’ble Minister of Labour, Govt. of Delhi as its Chairman (ex-officio). Secretary of the Board is Chief Executive Officer (CEO). It has representatives from employers, employees and Govt.
